Suggest Treatment For Severe Cough And Bloody Phlegm
Six months ago I was dizzy and confused, I went to the ER and the Doctor discoverd cirrhosis due to a fatty liver, for which I am taking medication . Sometimes I cough with force because of the mucus buildup in my throat. I have no tarry stool. I suspect the blood in mucus may be due to varicose veins in my throat or maybe inside the lungs. Would you say that the forceful cough is causing the varicose veins to bleed whenever I cough hard? Also, I don't want to get blood into my lungs.

I understand your concern. After reading your query, I would like to say that it is more likely to be a lung infections like Pneumonia or Bronchitis rather than Esophageal varices.
Esophageal varices comes with other symptoms like black tarry stool (which you mentioned you do not have), vomiting blood, abdominal discomfort. Though absence of these symptoms do not rule out Esophageal varices, but since you have a bad cough and phlegm, your lungs might be infected with bacteria.
If I were your doctor, I would have asked you to go for a chest X ray and start taking antibiotics once esophageal varices is ruled out.
