Suggest Treatment For Shoulder Pain While Having Rotator Cuff Injury

Question: suddenly my shoulders are very painful. The pain seems to the radiate dow to my upper arms. Someone suggested that I had entraped bilateral ??. I had an MRI that showed no break or rotator cuff injury. Can this be fixed without surgery, what caused this situation?
