I have reviewed the image. I would keep a possibility of Lichen Nitidus. It is a sort of a dermatitis. I suggest you to apply a moderately potent topical steroid cream e.g fluticasone propionate 0.05% cream or mometasone furoate 0.1% cream, 2x daily for 2 weeks.
