Question:
HI, I am 46 years old. sexually I funtioned fine until about 1 year ago. Now my penis has shrunk a lot. From soft 7 inches down to maybe 3 inches if lucky. Erect it is also several inches smaller than just a year ago. Also I have to pee more than usual although I do have a good stream when I go....

1)Do you experience any discomfort or pain in penile shaft during erection?
2)Are you a heavy alcohol drinker?

A picture would also be worth to comment better.

With the information, I suspect a possibility of fibrotic disease of penis(Peyronie's) where shortening of penis size would be evident..

As for your questions.
1. I feel fine during erection. The only pain I have is when ejaculating. It feels like someone is pulling a hot wire out of my gut. Left hand side just behind pelvis bone.
2. I rarely drink at all. Very rarely like once a month.

Peyronie's disease unlikely...

Detailed Answer:

Prolonged time taken to completely void urine and dragging(shocklike)pain in lower back or groin region during ejaculation makes me to think of other two possibilities.

1)Chronic prostatitis(asymptomatic) -- more common around 40 to 50 years of age
2)Possible neurological problem-- Lumbosacral degenerative disc disease associated with nerveroot/nervefibre irritation

But without physical examination(digital rectal examination) by an urologist and few investigations like MRI Lumbosacral spine,diagnosing this problem is not possible.

Also your complaint of decreased rest penis size,needs to be examined for peyronie's disease(However i think its unlikely from the information you provided)

I would advice you to consult with an urologist initially and to proceed further..
