I couldn't get the question entirely. I shall answer based on the information you have provided. Kindly let me know your last hba1c result and what medication you are taking for diabetes presently. Have you received your counselling from a dietician? That helps in most patients to avoid a pre meal hypoglycemia as you will be able to regulate your carb-protein-fat ratio in the morning well. A mid-meal snack at around 11 is definitely encouraged - a fruit is best taken at that time.
However with regard to your query on chocolate cookie..it has a calorie level of about 120-140 per piece. Its definitely not to be taken after food. You may take one piece at 11am or 4 pm (mid meal time). That will not affect the sugars very much. If you can move to a sugar free product that will be even better.
Try maintaining your fasting sugar less than 6.1 and post meal (2hr) sugar less than 8.8 with a Hba1c (3 month average sugar value) less than 6.5%. That will be ideal.
