You have tried shower and neosporin.
This is some sort of the trauma that has caused the edema, the under-surface of the skin is very loosely attached to the shaft with potential space, hence the edema comes on very fast.
It is more important to see how much damage the skin has got.
Please give some details:
Post the actual and clear photographs of the area affected.
See if the sensation of the skin are normal or not.
What is the color of the skin affected.
If required a pin prick test is done to see the sensation and bleeding.
You need anti-inflammatory medication like Ibuprofen or Serratiopeptidase whichever suits you.
And other medications as per the condition of the problem.

it looks as though it might hjave been a spider or mosuito bite the swelling has stopped and gone down alittle can feel the pin prick like a pin prick would feel .it itches like a mosquito bite
