so head of neurology at UCSF has ordered an angiogram.. How dangerous is this procedure? Why do you think they didn't just order a new closed MRA?

Today there is not so much difference in the images between an open or closed MRI. The main reason that open MRI was invented was due to the claustrophobic patients. So in your case,I see no point on performing a closed MRI since the results will be pretty much the same.
On the other hand,angiogram is the first choice to diagnose and treat at the same time problems with blood vessels of the brain.
I agree with your doctor that wants to do the angiogram. They will be able to diagnose even the smallest aneurysm and if needed will treat it.
Here are the risks of doing an angiogram:
-allergic reaction if contrast material is injected
-low risk of performing cancer due to the radiation
-infection
-damage to the blood vessel, bruising or bleeding at the puncture site, and infection
