In my opinion, these are most probably the withdrawal effects of klonopin.
Inability to sleep, shaking, vivid dreams are all withdrawal symptoms of klonopin.
As you have been taking this drug for last 22 years, that's why abrupt stopping or sudden dose reduction can cause withdrawal symptoms.
Buspar starts to show its effects in at least 2-3 weeks. I do not think these symptoms are due to buspar.
Also, the initial dose of buspar is 10-15 mg/day. And its a pure anxiolytic drug with no sleep inducing property.
I would suggest you to take buspar under cover of klonopin for at least 2-3 more weeks. In this time you can slowly taper down klonopin and buspar will also start showing effects.

I think you misunderstood, I have not reduced anything as far as my klonopin dosage, I think the Buspar is making my klonopin not work to allow me to sleep, is this possible? I think I need a more sedative anti depression medicine. Is there any antidepressants that have a more calming effect on my brain?

Although there is no pharmacokinetic drug interactions between klonopin and buspar, but buspar itself can sometimes cause nervousness, shakiness and palpitations.
I think buspar is causing this restlessness and disturbed sleep.
As far as more sedating antidepressant is concerned, I think paroxetine or mirtazapine should work for you.
