I am sorry to hear that your father-in-law had a motorcycle accident and has now non-healing abrasions on his lower legs. This sounds like he has chronic infection of the skin from the abrasions. I strongly urge that he get medical attention. He may never completely heal from this and this will greatly impact his health in the future.
To help aid healing I recommend he treat the area with gentle scrubbing with a mild soap and water. Placing a non-adhering dressing daily. His doctor may also recommend placing an antibiotic cream or ointment but at this time I do not recommend using Neosporin as it can cause sensitivity and worsen the healing.
His doctor will probably take cultures to determine the bacterial infection and it may end up being MRSA. This is an infection that requires different antibiotics than the usual prescribed.
Please encourage your father in law to seek medical attention as I have seen these type of wounds last for years unless treated properly.
