What Causes A Lump Near The Waistline?

Question: HI, i have a small lump near my waistline on the both sides...
It is painful, hard and the colour is same as skin colour...
It has been there for more than 3 years and the size not increased...
should i be worried...what it could be...plz help me

Is lipoma dangerous? and the lipomas on my hands are moving freely but the lipomas which are in my waist are not smoothly moving and i found this on my wist 3 years back and now it is paining when i touch, will FNAC test gives brief explanation? plz kindly provide me brief explanation.
