Based on the facts that you have posted the rash which you have developed on shaft of the penis after using Vanicream is due to allergic reaction to the cream .

Discontnue using it again and apply topical Steroid cream like Tenovate cream which is freely available over the counter .

Ensure to wash your genitals with warm water twice daily.

Ensure to avoid sexual encounters till it heals up completely.
