My 2 year old boy had developed something like a "red mole" on his chest. It started off initially like a tiny bulging little mole. But recently it did increase and is bulging like a pimple .

It is harmless and is not a cause of concern. Usually they gradually subside but they may persist or even increase slightly in size. In this case it is not overlying any vital structure (not considering the internal organs) and so any other ominious possibility does not arise.
