It is anteriorly right under my knee cap. I just noticed it yesterday. It hasn't seem to have gotten bigger. I have no other symptoms...no fever or anything.

Based on your description with no immobility or restriction of movement, it appears to be a boil which is a skin infection involving the hair follicle.
Apply local kaolin poultice and mupirocin ointment. Most likely it will drain within a week and subside accordingly. For the pain and inflammation , ibuprofen 400 mg twice a day can be added for 3 days.
