Penile spots are not usually a sign of anything very serious. But it is a better to get it examined by doctor.

3 spots are present for the past one year (i never had sex for past one year after i noticed the spots). It was very small a year before and now it has grown. I have only noticed growth every 2 or 3 months. Was too shy to meet a doctor, sorry.
Brief Answer:
Likely to be genital warts
Detailed Answer:
Hi
Welcome.
I have gone through your pictures.
I would suggest you not to shy from showing it or any other lesions and getting it examined.
Now based on the pictures I feel it is likely to be genital warts, but need close examination, so I would suggest you to see dermatologist for examination and further help.
Genital warts are a type of skin infection caused by Human Papiloma virus. It is contagious and common mode of transmission is sexual route.
Initially we can try medical line of management using topical agents like imiquimod and or trichloroacetic acid. If it is not beneficial then it can be removed with an electrocautery.
The agents I have mentioned are prescription based agents and I would sut you to see dermatologist for valid prescription.
Hope this helps.
