Hello sir,
From the details you gave me there are 2 possibilities.

There are numerous blood vessels just below the surface in the throat.
hacking or coughing very vigorously leads to tear of these vessels and blood in sputum. This may be the case in you.

Since you mentioned you have chest congestion, there is a possibility that you have chest infection.
