Brief answer....generally no treatment is required
Detailed answer...
Hello,
Thanks for the query.
I have read your query and understand your concern.
This condition of bloody eye ball is called as subconjuctival  haemorrhage and generally caused by ageing, violent coughing or vomiting, use of aspirin or anti coagulants, some blood disorder etc.
Since there is no throbbing pain in eyes or severe headache, there is nothing to worry as it definitely seems to have appeared from coughing, rightly pointed by you.
In case you are taking any anti coagulant or aspirin, talk to your doctor regarding that.
Don't stop them of your own, without having a word with your treating doctor.
Normally no treatment is required for it as it resolves in 10-15 days of it's own.
However if irritation is there,as complained by you,you can put artificial tears 3-4 times a day.
In addition you can do cold compressing twice a day for few days.
I hope it helps, however you are most welcome to revert to me for any further query.
Best of luck
Thanks
