It could be related to sepsis with the same mechanism as your heart valve problem, antibody-antigen complexes formed into blood stream may precipitate at different blood structures including valves.
Cellullitis from MRSA can cause venous insufficiency as the opposite is true too, cellulitis is more probably to occur in a leg affected by venous insufficiency.
Venous insufficiency causes swelling of ankle and leg, pain and discomfort.
Tingling and numbness are more related to neurologic conditions such neuropathy, herniated disc disease and compression nerve syndromes, so in my opinion you need a neurologic evaluation too.
