What Causes Circular Cuts On Penis?

Question: Sir ,
I am sexually active with my girl friend since 3 months. 1 months back i have noticed a circular cuts on my penis on penis head. I have applied neosprin .it disappeared within few days but again more cuts are seen . Now after a month i got again cuts but its not healing .

Please guide me to whom i consult a medicine specialist or skin specialist.

-Does you girlfriend also complains of vaginal discharge or vulval itching?
-Does it usually happen every time you have intercourse with her?

Sir ,
I have visited a dermatologist . He advised fr VDRL test , HIV test and blood sugar test.
Result:
VDRL : negative
Hiv : negative
Blood sugar normal
Doctor diagnosed it as balnopsithis & prescribed doxycline alongwith anti fungal cream. But the recovery is slow.

My question is i am not recovered completely . Taking medicines . Can i do sex with my girl friend & if i use condom as contraception can she ll be infected.
