I have gone through your picture and to me it seems to be a labial melanotic macule. These are harmless and you don't have to worry about them.
However, if you observe any change in colour, appearance or shape, then it is better to get a biopsy done to be on the safer side.
If you want to get it corrected cosmetically you may get it corrected by cryotherapy or laser at your nearby cosmetology centre.
