Fever in the presence of throat symptom is suggestive of some kind of infection (viral or bacterial).
The signs like redness and swelling in tonsil may not be there in the initial few days.That may be the reason that your physician did not find any signs.
As the viral infection is much more common than bacterial I would like to give antipyretic like paracetamol for controlling the fever along with syrup containing combination of anti allergic and decongestant like chlorpheniramine and phenylephrine for congestion.
Warm saline gargle and steam inhalation are good remedies to relieve the symptoms. I won' get overly worried for eye puffiness and would like to monitor whether it get subsided over a period of time as she recovers from illness.
The fever due to viral infection should start decreasing after 2-3 days.
So I would like to monitor the fever and if it persists get her evaluated by a pediatrician and to assess the need of antibiotic.

Allergic illness itself does not causes fever usually.It may get precipitated by viral infection which may cause fever.
To me the current illness appears to be unrelated to previous one.
In nephrotic syndrome there may be swelling of eyes due to loss of proteins in urine. But it is very unusual that the swelling remain limited to eyes only for such a long duration in this condition.In nephrotic syndrome swelling starts from the eyes and gradually involves whole body over 4-5 days.
Still I would like to get a urine test done to see protinuria to alleviate your anxiety and to rule out any remote possibility of nephrotic syndrome.
