Normal blood pressure has a wide range and there are good number of people who live quite normally with low BP numbers. However when someone has symptoms associated with low BP numbers, it isn't considered normal.
I understand the low numbers are only occasional, perhaps related to specific task. But considering the fact you develop palpitation along with low BP, I think it is time we should evaluate you. I would order for a base line EKG and echocardiogram. Further investigations such as blood test, holter / event monitoring and electrophysiological studies may be considered after a cardiologist examination.

Unless and until the palpitation are felt differently over the last 6 months, the features are less likely to change from your last (6 months old) EKG. I am glad a holter also had no alarming features. I don't think an echocardiogram was done. Did you?
Yes, BP number are affected by posture as well as stressors. Though I don't find strong evidence on literature, I commonly see people with anemia, under nutrition, low weight / short stature as well as lack of sleep having below normal BP reading. If you are one of these, perhaps you should try and rectify it.
Since you have had couple of heart test earlier, my concerns have reduced. But if the palpitations are currently severe and affecting your daily routine, it is advisable to get the missing echocardiogram and repeat EKG to be on a safer side.
