Brief Answer:
This can be a sign of labour

Detailed Answer:
Hi & Welcome.

I appreciate your concern for the heavy white mucus discharged associated with frequent lower abdominal pain or cramps.

Since you are already in 38 weeks of pregnancy and heavy white discharge (mucus plug) or "show" associated with cramps in the lower abdomen are suggestive of pre-labour.
If you get regular contractions lasting for 50-60 seconds you will be most likely to having "true labour pains" which will be associated with the dilation of the cervix and thus progression of the labour.

However, you are advised to visit your obstetrician for further evaluation.

Hope I could answer your query.
