This definitely should be checked out as soon as possible. While it may be a result of scar tissue or other reasons relating to having had surgery in this breast, it should be checked out promptly as it can also be a concerning sign of cancer.
I don't know the British health system, but in the US, the best person to check this would be a breast or general surgeon. Particularly the surgeon who treated you previously would be best. But if you can't get in to see him or her in a timely fashion, go see your primary doctor pronto and he or she can order imaging studies and get an evaluation started.
