Brief Answer:
Infiltration of Bladder cancer to Prostate has to be ruled out .

Detailed Answer:
Hello
Thanks for your query ,based on the facts that you have posted it appears that your husband has Cancer of the bladder and has undergone surgery for removal of tumor in Feb .

Now his bladder cancer has infiltrated deep in perivasicular tissue causing leakage of urine in pelvis .

I shall be happy if you can post me few more details to help me in making comments on your problem.
1) Can you upload reports of his C.T Scan or MRI done before surgery done in Feb?
2) Was it an endoscopic resection of tumor or open surgery that was done in Feb .
3) The two spots that you have mentioned could be local recurrence of the cancer of bladder which is known and common to happen

As regards your doubt of involvement of prostate due to leakage I would state that it is unlikely that it will involve the prostate .However the possibility of prostate getting involved by local spread has to be ruled out and that may be the reason your Urologist has planned for TURP with Biopsy .

Hope I have answered your query ,please feel free to ask if you have more questions ,I shall be happy to help you
Thanks and Regards.
