According to the history i agree that this headache might be from arterial hypertension and will go away with normalization of arterial hypertension during the time.
For the sensation of blocked airways given the fact that you have been a smoker it would be better to examine the lungs with the following:
Chest x ray
Spirometry tests
EKG
Sometimes it is smoking that might cause the sensation of breathlessness.Or if the above results are negative than the next step is to evaluate the gastroesophageal situation.Reflux is another cause of dry cough or mild breathlessness too.
For the headache if continues or worsenes according to the past history of meningeoma you should discuss with your doctor for further examinations like MRI (if needed)
