Brief Answer:
Salicylic acid based face wash twice in a day

Detailed Answer:
Hi
Welcome to HCM

Seasonal changes do cause the face to become oily, a rise in heat and humidity during spring and summer can cause skin’s oil production levels to increase.
I would suggest you to use a salicylic acid based face wash twice in a day. Salicylic acid dissolves sebum and also decreases oil production
Use an alcohol free toner twice in a day
Always use water based moisturiser. Even oily skin needs moisturiser.
If these general steps do not help to regulate oil then meet a dermatologist to get a prescription of oral isotretinoin. Also taking salicylic acid peels would help.

I hope this helped take care
