Detailed Answer:
Hello again,
After going through all the relevant details that you have provided, my opinion is that your symptoms are not due to masturbation. Masturbation is considered as a normal sexual behaviour in young males and such kind of symptoms are not known to be caused by masturbation.
From the description of your symptoms, this appears to be a nervous problem. Such symptoms of pain / numbness / chillness in all four limbs can occur due to a cervical nerve root compression, which in turn could be due to cervical spondylosis. Another possibility is that this could be due to peripheral neuropathy (another nervous problem), which in turn could be caused by certain medical conditions like diabetes, vitamin deficiency, etc.
So, I would advise you to see a neurologist for a proper physical examination and certain tests. It is better to have a proper evaluation done early so that the correct cause can be identified early and appropriate treatment can be started.
Wish you all the best.
