Brief Answer:
Most likely bacterial infection

Detailed Answer:
Hello

Thanks for asking on this platform

I have gone through the image and can understand your concern.
Although the image is not very clear,to me it appears to be bacterial infection(pyoderma) more.
Fever is a prominent feature of viral infection (unlike bacterial skin infection where fever may be absent)which is not there in your baby.
Also the character of rash does not seems to be due to viral infection.
The fussiness or loss of appetite might not be related to the rash.
If my suspicion is correct and it is pyoderma then application of antibiotic ointment will help.
I would request you to attach a clear image of both side of face so that I better able to help you out.
Regards
