Question: I have a pulse that appears off an on near my belly button...no pain, no bloating, no bumps...53 year old woman non smoker, low blood pressure

As you don't have any other complaint of abdominal pain and other complaints, you need to just neglect it, as it's normal pulsations.
However a Check up with your family doctor, who would rule out any aneurysm of abdominal aorta, which is another cause to be kept in mind.
