I wish I could have examined you because your history creates a confusion.You have said that it is 15 years downhill and your Bell's palsy has not recovered.In fact,it keeps recurring,frequently.This is unusual history for Bell's palsy.
I think it is some sort of Post bell's palsy synkinesis(involuntary contraction of facial and periorbital muscles on voluntary actions like smiling), to which you are referring as Recurrent Bell's palsy.
If possible,please upload a video of your eye/facial muscles activity else you should get physically examined by a neurologist,so that it can be managed on correct lines.

I hope the video came through. The pic would not attach. Yes I have had it since 02. Dr said to keep that eye lubricated several times a day.I use Systane Ultra. When I am under stress it droops more. My youngest just returnedfrom harms way as
