Hello,
Thank you for posting on HCM.
I have reviewed your history and clinical pictures.
It seems you are having fungal skin infection called tinea and due to itching there is secondary thickening and dryness of skin.
Mix and apply Halobetasol and Luliconazole cream twice a day over affected areas.
To take care of dryness apply a good moisturizer containing liquid paraffin twice a day.
Antihistaminics should be taken as required to relieve itching.
Generally in such scenarios, I also suggest oral antifungal drugs like Itraconazole 200mg along with low dose oral corticosteroids for 10-15 days.
Please do post me your follow up condition with pictures after 2 weeks of above mentioned treatment.

Yes this is not just fungal infection but a combination of eczema and fungal infection. But there is no need to worry as the treatment I have suggested is pretty adequate to treat them both.
Make sure you are on regular follow up for optimum results.
