Question: Slight discomfort when sitting up under bottom of right rib cage or when strecthing is this a muscle pull or a liver issue

It could be a liver issue (but that will present with other symptoms as well like yellowing of skin or eyes, nausea, vomiting, weight loss, weakness, fatigue, etc.), but not all these symptoms will be present. The pain could be related to a liver abnormality, but we will have to wait and observe to suspect that.

As for a pulled muscle, the pain starts subsiding or even gets better after a warm compress over the region, so you could try that. I would also like to ask if you have any irregularities in your digestion, bowel movements, gas, abdominal bloating, etc.?

Then a muscle strain is more likely, go about a warm compress application for about a week and also try not to strain the region, or lift objects. Also go about an ultrasound examination during your next doctors visit to rule out any internal abnormalities.
