From the description you have given , this looks to be am infected sebaceous cyst. Since this is on the shoulder the white hard bump is more prominent as there is not much of tissues around it and hence appears white and hard- hard as it may be tensed with the material inside or the pus itself.
The redness around it suggests an infection.
The soreness again can be explained due to the same factors.
I would advise you to see a Doctor to get a prescription based Antibiotic and anti-inflammatory medicines like Ibuprofen.
Once the infection is settled, it is advisable to get this excised.

There may not be pus, but infected material in it , making it tensed-up and making it hard. The redness around it indicates infection usually and history of another one in the middle of your back adds to the differential diagnosis as infected Sebaceous cyst.
The presence of about one month also adds to the suspicion.
Milia are generally very small, post a picture if possible

Little smaller than a dime means must be 1 to 1.5 cm.
Milia do not enlarge so much, hence the present problem does not look like milia.
Getting bigger - most probably due to infection as there is redness around it.
