Question: WHEN I MOVE MY NECK FROM SIDE TO SIDE, I HEAR A SOUD LIKE THE SNAP OF A RUBBER BAND, NO PAIN BUT A TINGLY SENSATION IN MY HEAD. WHAT'S HAPPENING?

That sounds like the start of degenerative disorder of the spine
In simple words something like cervical spondylosis.
Do you have any pain in the neck, an arm? any tingling/numbness?
In a patient I was seeing, I would check out the nerves and the reflexes.
Since I cannot do that, I would suggest an x ray of the cervical spine and NCV of both upper limbs.
You will need regular neck exercises.
