What Causes Spots On Scrotum?

Question: I have dots all over my scrotum wich I was told are blood vessels--lastnight one burst and creted a lot of blood on the bed but it is not bleding now---do I go to urgent care/ my blood pressure is 148/95.
Should I go to urgent care? or get an appt with a dermatologist /or urologist
