Based on the pictures it might be ingrown toenail. Its an easily manageable condition. A few days antibiotics and wound care and you will be all set free from the pain and worries.
Presently I would suggest you soak your feet in warm water. Do this for 15 to 20 minutes three to four times a day. Soaking reduces swelling and relieves tenderness. Apply antibiotic cream like neosporin. Put antibiotic ointment on the tender area and bandage the toe. Choose sensible footwear. Consider wearing open-toed shoes or sandals until your toe feels better. Take pain relievers. Over-the-counter pain relievers such as acetaminophen (Tylenol, others), ibuprofen (Advil, Motrin IB, others) and naproxen sodium (Aleve) may help ease the toe pain.
The rash may not be related to it, it might be due to contact dermatitis, it needs observation. I would suggest you to wash it with cool water and use dermadew soap. And apply calamine lotion with alovera.

I would suggest you not to go for very frequent pedicure before getting it treated co,pletely. Kindly follow the instructions as suggested in earlier post.
Other possibility is it might be rheumatoid arthritis. So if the above mentioned measures don't work, I would suggest you to see Rheumatologist for closer examination.
