No laxatives don't cause bilateral leg swelling. Laxatives may causes swelling of the face tongue and lips, but only if someone is allergic to that medicine and takes it.
Leg swelling may be due to cardiac, kidney or lungs diseases. It may also be a side effect of some drugs like Amlodipine. High blood pressure also causes bilateral leg swelling due to the pooling of blood in lower extremities.
