Brief Answer:
I suggest her to use a moisturiser and a potent topical steroid
Detailed Answer:
Hi. Thank you. I have reviewed the images.
I can make out there is a patch of dry, red patch on side of hand. It is not due related to computer use. This seems like a patch of dermatitis.. it could be either due to underlying dryness of skin leading on to eczematous dermatitis Or it could be a patch of psoriasis.
If I was the treating doctor I would suggest that she uses a mosituriser for her whole hand, specially a urea Or ammonium lactate based moisturiser (Am-lactin lotion), twice daily and everytime she washes her hands with soap.
Specifically for the patch I would suggest that she uses potent topical steroid cream e.g clobetasol propionate 0.05% cream Or halobetasol propionate 0.05% cream, twice daily, over and above the moisturiser. These are prescription steroids.
She may also take a tablet of cetrizine 10 mg once daily for symptomatic relief from itching.
