Brief Answer:
Anxiety more likely

Detailed Answer:
I read your question carefully and I am sorry about the symptoms you are experiencing.

That description is more compatible with anxiety. Partial seizures can take many forms according to the brain area they originate in, but usually there is a relation between the manifestation and their correspondence to a specific area. Meanwhile the symptoms you describe do not correspond to a specific brain area, the combination of tongue moving sensation, with head moving and dizziness involves different brain areas, not a focal origin. Also the fact that it is only an impression you have and not an actual movement confirms that.
Even if there actually was movement, that type of movement is not typical for a seizure which usually involves the limb on one side as well, would think more along the lines of dystonia than a seizure, no suggestion of that.

Of course there are tests as well. A partial seizure starting at your age would have a cause such as a tumor or stroke which would be seen on brain MRI. EEG would show focal changes as well. But I do not think those tests necessary from the present info really.

I remain at your disposal for further questions.

Thank you doctor. I am so having sinus issues, could that cause dizziness and tongue sensations?

Brief Answer:
May play a role

Detailed Answer:
Sinus issues can cause dizziness and some head sensations apart from headache. Tongue sensation not so much, although in theory secretions running down the back of your throat might cause some irritation.

I hope to have been of help.
