At this age of 72, it could be some joint problem as you had back surgeries in past, it could be dependant edema, some lymphatic drainage issue. Local infection causes like cellulitis needs to be ruled out if the swelling area is warm and painful to touch. It could be some systemic manifestation from a heart or kidney problem but that should elicit in both limbs and not one.
