As per your description, it looks like a Sebaceous cyst which got infected.
The swelling occurs in relation to hair follicle and it becomes red when it is infected and inflammed.
In my opinion, you should take Antibiotic like Cefuroxime tablet along with Anti inflammatory tablet. Once the redness is diminished, you should get it removed by a Surgeon .It is a simple procedure which can be done under local anaesthesia. For exact diagnosis, you can send the excised swelling for histopathological examination ( Biopsy ).

Hi,
Once the swelling is removed with proper care, it doesn't recur at the same site.
Sebaceous cysts occur where hairs are present. In future it can occur again at different site or may not occur also. It is just a collection of Sebum.
Sometimes, it gets noticed after attaining sufficient size. Most of the times , it lies just beneath the skin unnoticed. It is noticed when it becomes big or infected.
Rarely, it is noticed very early.
