Hello,
Thank you for posting on HCM.
I can understand your concern regarding the skin lesions over scrotum.
It seems you are having sebaceous cysts but its difficult to point specific diagnosis in absence of clinical examination.
Therefore, I insist you to post good clinical pictures to me so that I can help you in a better way.

Brief Answer:
No active intervention required
Detailed Answer:
Hello,
Thank you for the pictures.
As I suspected earlier, these lesions are sebaceous cysts or epidermoid cysts.
Epidermoid cysts are noncancerous small bumps beneath the skin. Epidermoid cysts can appear anywhere on the skin, but are most common on the face, neck and trunk though scrotum is not an uncommon site.
These cysts usually do not warrant any treatment unless and until it is bothersome because of size or secondary infection or cosmetic reasons.
Usually the best way to treat them is surgical removal via excision.
Other options for treatment are laser, Incision and drainage, etc.
Avoid pricking or pressing the cysts as they can get infected.
Maintain hygiene and avoid tight undergarments.
Hope this will take care of your issue.
Thank you
