I read your question and i understand your concern. With no coitus in 8 years, STDs are completely out. White discharge from the base of head of penis with white bumps is likely due to clogged sebaceous pores also called fordyce spots. Dont pop, poke or pick them, these self resolve on its own with in a week or two. Just adapt a good hygiene,wear loose undergarments, keep the area hair free, apply some topical hysrocortisone and antifungals over it.
That lesion in groin area should be evaluated though as it could be a fungal infection like jock itch or a dermatitis. Treatment is same. Hygiene rehab plus supportive topical care with antifungal and hydrocortisone creams.
