White discoloration of foreskin in this age group is called leukoplakia. Leukoplakia can occur due to many reasons. A biopsy of the lesion is required to know the exact nature of the lesion.

A common cause of leukoplakia is lichen sclerosis atrophicus. Lichen sclerosis atrophicus is a age related degenerative condition. It is characterized by thinning of the upper layer of the skin and inflammation in the underlying sub-epithelial zone. Lichen sclerosis atrophicus is a degenerative condition, however, malignant or per-malignant change has to be ruled out.

Thus, consult a surgeon for clinical assessment and biopsy.
If the lesion turns out to be lichen sclerosis atrophicus, simple excision of the lesion will be sufficient and will relieve your symptoms also.
