Though to make diagnosis examination is needed but your history suggests that you have probably developed varicosity of veins. This occurs due to venous stasis due to incompetent valves in veins of legs.
Effexor is Venlafaxine is a SNRI drug. So far I haven't read any study reporting varicose veins as side effect of Venlafaxine. None of my patients reported this side effect while on this drug.
Tricor or Gabapentin too are safe and the chances that these drugs are cause of your blueish veins are rare.
In most individuals prolonged standing, blood circulation issues, age etc are risk factors for development of these symptoms.
The best treatment are Surgery or use of Laser or Sclerotherapy etc. Specially designed socks can also be used. By compression these socks help in improvement of symptoms. Compression socks or stocking help to reduce the symptoms and are commonly used. Use of Ibuprofen etc provides symptomatic relief and reduces the inflammation. Injecting sclerosant or sclerotherapy is also a safe and effective treatment. This has great efficacy. If the blue veins persist even after conservative treatment then surgery is needed. Please discuss with your doctor for proper management.
