Question: Strange raised circle of bumps on forearm. Not itchy or sore. Rough to touch, about the size of a XXXXXXX

I can see raised, grouped follicular lesions.
The image seems like that of follicular Eczema. How long since you have noticed it?.

I suggest you to use a topical moderately potent steroid and salicylic acid combination ointment e.g Mometasone furoate 0.1% +Salicylic acid 3-6% combination ointment, twice daily for 2-4 weeks.
