Brief Answer:
Likely to be Varicocele

Detailed Answer:
Hi
Welcome to Healthcare-Magic
Greetings of the day

From the location of pathology and description given possibility of Varicocele needs to be considered. Varicocele is dilatation of Pampniform plexus (Veins draining the testis).
Exact diagnosis and differentiation from hernia depends ok good thorough clinical examination by Surgeon. In doubtful cases color doppler scan may be helpful
