Brief Answer:
Please give details.
Detailed Answer:
Hi.
Thanks for your query.
Noted the history and understood the concerns.
There are two options, one is Laparoscopic and the another is conventional.
It depends upon many factors about the choice of procedure and the main concern of you is the recovery time.
Please give some details, for me to assist you better:
Type of hernia, whether direct or indirect.
Size of hernia.
Whether momentum is stuck or not.
Any medical problems like diabetes, cardiac or any other issues.
Expertise and availability of instrumentation.
Any previous abdominal surgery.
Your belief and choice on counselling by your operating surgeon.
Recovery time too depend upon all these factors.
Awaiting for your feedback.
Please give details.

THE HERNIA IS ON MY RIGHT SIDE,I AM ABLE TO PUSH IT BACK IN AFTER URINATING,I FEEL AS IF IS IT PUSHING INTO MY SCOTUM,THE DOCTOR WAS ALSO
ABLE TO PUSH IT BACK IN UPON VISIT,HE WILL USE MESH TYPE REPAIR,BUT I AM
CONCERNED ABOUT DOWN TIME,NOT PAIN.
NO OTHER ABDOMINAL SURGERY OR DIABETES OR HEALTH ISSUES.

Brief Answer:
As discussed in details below.
Detailed Answer:
Thanks for your feedback.
The down-time will be same in both the cases as the difference is approach of surgery.
The advantage of Laparoscopy is minimal skin incision.
In open case it is a large inguinal incision.
In either case you need a rest of a few weeks as the hernia is large.
There will be use of mesh in either of the approaches.
Well, a good post-operative care helps for the recovery and good outcome of the surgery. Since there will be a dissection in wither of the cases, rest for a week is enough for healing to be optimal. Three weeks sort of rest. By 6 weeks the healing is almost complete and has a strength so that you can regain most of the daily chores.
Your Surgeon would be the best person to tell you further as on exploration the actual extent will decide the down-time.
I hope, this answer helps you.
