A New Resident In My Large Senior Apartment Building Has

A new resident in my large senior apartment building has a chronic and profuse cough that occurs many times in an hour and his coughing is continuous 24/7. I am in the apartment next to him. The bedrooms are back to back with only typical apartment drywall. His coughing makes me think he is awfully ill. I attempted to introduce myself a week ago when he moved in. He told me, "I don't have to report to anyone." It makes me think he has been approached in previous places, is stubborn to have this horrible sounding cough treated and wants to be independent. Yet he needs help desperately. His coughing is annoying to a couple other residents adjacent to him in addition to me, as my bed is on the other side of the apartment petition.
