Burning And Itching Thighs, Redness, Raised Lines. Cold Urticaria?

I went outside to walk my dog. It was 32 degrees, and I dressed warmly, with sweatpants, a sweatshirt, boots, a scarf, etc. When we came back home, my thighs began to burn and itch . When I looked at them, they were bright red with raised lines running up and down my thighs. When I touch them, the are much hotter than the rest of my body. Is this a symptom of cold urticaria?

It is not a cold urticaria.it is a fungal infection.it can be cured with terbinafin oral and topical for 14 days
